Washington, D.C. – The For Country Caucus, a bipartisan group of military veterans, today announced its endorsement H.R.1732 – the BNA Fairness Act. This legislation, introduced by Congressman Steve Womack (AR-03), would provide a tax cut for military families by excluding the Basic Needs Allowance (BNA) from federal income taxes, bringing this benefit in line with other tax-exempt military benefits.
The BNA is designed to assist servicemembers and their families experiencing financial challenges. To qualify, recipients’ gross household incomes must fall below 150 percent of the federal poverty guidelines for their duty location and household size. If passed, it is estimated this legislation would benefit over 3,000 military families.
“Our men and women in uniform represent the best of America. They deserve to receive the full value of their military benefits,” said For Country Caucus Co-Chairs Congressmen Tony Gonzales (TX-23) and Jason Crow (CO-06). “The Basic Needs Allowance is meant to assist military servicemembers and their families facing financial difficulties, and these benefits should not be subject to federal income taxes. We’re proud to work with Republicans and Democrats to pass this bipartisan and commonsense legislation that would help thousands of military families.”

Servicemembers and military families already feel the financial stresses of deployments, transfers, and high inflation. By eliminating this tax burden, our troops can better focus on their critical duties and defending our nation. I’m grateful my fellow veterans on the For Country Caucus support my legislation to ensure our men and women in uniform keep the full benefits they’ve earned,” said Congressman Womack.
This legislation currently has 14 cosponsors including For Country Caucus Vice Chair Congresswoman Miller-Meeks (IA-01) and caucus members Congresswoman Houlahan (PA-06) and Congressmen Wenstrup (OH-02), Moulton (MA-06), Pfluger (TX-11), Carbajal (CA-24), and Davis (NC-01).
It is endorsed by the Military Officers Association of America and the Arkansas Council of Chapters.
