This building will serve the community by being a place to hold meetings or community events, serve as the emergency operations center during times of need, meet any emergent needs of the community during natural disasters or inclement weather. This building would also be used by local law enforcement, firefighters, and first responders to conduct training.

This will involve constructing all-new sewage infrastructure, including but not limited to installing new pipelines, installing lift stations, and implementing water conservation and pollution prevention measures. The ultimate goal is to provide safe, reliable, and efficient sewage management systems for residents and businesses in the City of Von Ormy, Texas and its surrounding areas.

  • Explanation of the request (must include purpose and why it is a valuable use of taxpayer funds): The Uvalde County Office of Emergency Management, (OEM) is recognized at Local, State, and Federal levels as a robust, responsible, and effective resource for mitigating, managing, and responding to disasters, both natural, and man-made. To better serve the community, this enhanced facility will not only cover Uvalde County geographically, but beyond this boundary as historically responded to by the Uvalde EOC, and further lessen the burden of our smaller adjacent Counties who do not have the resources, or facilities to utilize this facility when needed to manage cascading events and disasters. A newer, re-located facility, utilizing new infrastructure, new technology, and design would improve managing and supporting the response forces and key leadership during a response event.

As it stands, the school does not have a HVAC system in the gymnasium, forcing the school to leave the doors open and use industrial fans to cool it. This not only is energy inefficient, but it poses a security risk, as bad actors could freely come into the school through the gymnasium.

  • Explanation of the request (must include purpose and why it is a valuable use of taxpayer funds): Jeff Davis County incorporates 2,256 square miles of mountainous terrain in the Big Bend country of West Texas. There is a lack of skilled professionals to provide necessary services such as health care, Hospice services, and in-home support through home health agencies. This is especially important, as older adults are most likely to lose family and community support, which leaves them to “age in place” on their own. This project will renovate the Fort David Community Center. Which will serve the community by providing weekly congregate meals for seniors with attendant welfare checks; social opportunities, including adult daycare; nutritional programs and continuing education programs, especially those related to nutrition such as diabetes, heart disease, weight control, and depression; senior yoga, meditation, and exercise; and, computer education and assistance with computers and filling out tax, government, and other forms, as well as wills and power of attorney.

  • Explanation of the request (must include purpose and why it is a valuable use of taxpayer funds): The project seeks to develop a comprehensive economic development plan, including the identification of future investment opportunities for private and public landowners, to activate and further enhance ongoing activity at two public economic development assets in Far East El Paso County: the Marcelino Serna Port of Entry and the Fabens Airport, home to the UT – El Paso Tech1 Campus. By providing an analysis of activity that can occur, and tangible recommendations on spurring the development of a port-to-port corridor, the County can provide an economic roadmap for an underutilized and high-capacity set of assets. The timing of the initiative is critical, given that aerospace activity at the airport continues to grow and is on the verge of providing additional research and aviation hangar space, while Mexican infrastructure to serve the mobility needs of the port of entry are scheduled to be completed in CY2023.

Communications is an essential component of public safety and border security. The purpose of the project is to address the communication needs of the region’s first responders while enhancing and expanding the current system to offer full-wide coverage of the MRGDC Regional Trunking Radio System. The project will upgrade radio consoles to allow their radios to automatically switch over to LTE or Wi-Fi which significantly will improve interoperability with all agencies.

Local law enforcement including the Fort Stockton Police Department provides critical assistance patrolling the main corridors that have been known to transport drugs and undocumented immigrants which have resulted in high-speed pursuits. This project would equip the Fort Stockton Police Department with additional patrol units to improve reliability and response time, which would benefit the City of Fort Stockton and enhance border safety.

With only three operational patrol vehicles, the project would equip Sonora Police Department with critically needed patrol vehicles to ensure reliable and responsive law enforcement that can respond to the needs of the community.
