There are approximately 57,000 students and 7,000 employees across the North East Independent School District—one of the biggest school districts in San Antonio. At a time of rising crime,this project will upgrade and enhance the district’s law enforcement officers with the equipment and training technology necessary to improve school security and safety by the prevention, protection, and response to emergency situations at school campuses across the heavily populated district.

Law Enforcement and Detention Intelligence Network (LEAD IN) (Department of Justice, Office of Justice Programs, Byrne Justice Assistance Grants):
With the Bexar County Jail being the largest near the Texas-Mexico border, criminal individuals identified as part of criminal enterprises that are migrating to the United States, it has become an epicenter for information on criminal activity across the region. This project would establish an intelligence unit under the Bexar County Sheriff’s Office that utilizes detention facility resources to analyze criminal intelligence and combat any future transnational criminal activity and crimes related to narcotics, firearms trafficking, human trafficking, money laundering, and cybercrimes.

Medina County Radio Communications Upgrades (Department of Justice, Community Oriented Policing Services, Technology & Equipment): There are several major highways and two major rail lines that run through Medina County—as a result, the county has seen an increase in calls to help assist other agencies with border crisis issues. Further, there are schools along the county line, making communication between surrounding agencies imperative to ensure a quick response time to emergencies at those schools. This project would upgrade the communications system to improve interoperability throughout the county.

The community of Uvalde continues to mourn the loss that occurred at Robb Elementary, the deadliest school shooting in state history killing nineteen children and two adults. This project will help bolster the school district’s law enforcement agency’s training, enhance their safety gear and defensive equipment to adequately respond to emergencies on campuses, and strengthen school security throughout the district as it works toward restoring the public’s trust that children, families, and staff feel safe in their schools once again.

The terrain of some of the counties in southwest Texas makes the feasibility of traditional radio tower infrastructure, and therefore radio communications capability in remote and rural areas, a significant challenge. This project would provide law enforcement with reliable and effective satellite communications and interoperability throughout Terrell and the surrounding counties to better serve and respond to community needs.

Frio County is one of the most rural and underserved regions of Texas 23rd Congressional District with limited access to disaster response facilities. In a region frequently impacted by extreme weather, the Frio County Emergency Operations Center would enhance emergency response coordination, disaster recovery operations, and public safety support for the residents of Frio County and surrounding rural areas.

Uvalde County Resiliency to Drought Conditions (Environmental Protection Agency, State and Tribal Assistance Grants):
Uvalde County faces severe drought conditions, which have resulted in numerous household wells running dry and forcing residents to haul water at significant personal expense. This project would enhance rural Uvalde County’s drought resiliency and fire protection efforts by drilling deep water wells in each of the county’s four precincts to serve as a supplemental water source for residents and emergency services across many unincorporated communities in Uvalde County.
