Washington, D.C. – The For Country Caucus, a bipartisan group of military veterans, today announced its endorsement of H.R. 7087 – the Maintaining our Obligation to Moms who Serve (MOMs) Act. This legislation, introduced by For Country Caucus members Congresswoman Chrissy Houlahan (PA-06) and Congressman Don Bacon (NE-02), establishes an evidence-based perinatal mental health pilot program for pregnant and postpartum servicemembers and beneficiaries.
“Our servicemembers must be provided with the proper resources to complete their mission,” said For Country Caucus Co-Chairs, Congressmen Tony Gonzales (TX-23) and Jason Crow (CO-06). “Just as we ensure they have tools to be physically prepared for war, we’re responsible for ensuring they have the tools needed to stay mentally fit. Perinatal and postpartum mental health care are essential parts of that equation.”
“Having grown up in a military family and then giving birth to my first daughter while in the Air Force, I know how pregnancy can take a toll on a mother’s mental health and impact their ability to do their job — for our service women, that includes protecting our national security,” said Rep. Chrissy Houlahan. “We cannot expect our women and men in uniform to be ready to defend our country if we are not providing them with mental health resources, which must include perinatal and postpartum care. I am proud that this bill made it into the FY25 House-passed defense bill, and I urge the Senate to work with us as they pass their version of the defense bill so that it may come to fruition and improve another aspect of our service members' quality of life. Mental health for women, during perinatal or postnatal, is essential to the welfare of mothers and their children,” said Rep. Don Bacon. “I encourage the Department of Defense to take a more proactive stance and create a preventive program focused on treating mental health for all mothers needing care, as well as having more resources available to combat depression.”
The MOMs Act was crafted in response to a United States Government Accountability Office report which concluded female servicemembers experience maternal mental health conditions at a higher rate than civilian women. This bill aims to improve military readiness while reducing rates of mental health conditions among military mothers. It is cosponsored by For Country Caucus members Congressmen Salud Carbajal (CA-24), Chris Deluzio (PA-17), Zach Nunn (IA-03), Brian Mast (FL-21), and Brad Wenstrup (OH-02).
