Our Mission

The bipartisan For Country Caucus provides its principled military veteran members the opportunity to work together across party lines to pass thoughtful legislation in national security, veterans affairs, and national service. Members collaborate, find support for their ideas and legislation, and unite on the values they share as veterans. Since its founding in 2019, the caucus has advocated for a less polarized Congress that works for — and is trusted by — Americans. 

Improving the Lives of Servicemembers and Their Families:

Our active-duty military and their families have chosen to dedicate themselves to service. But the sacrifices they make should not come at the expense of their quality of life. That’s why we’ve prioritized legislation that addresses their needs.

We’ve led initiatives to improve DoD mental health services, strengthen military hunger prevention efforts, support military spouses and children, and expand support efforts for Gold Star Families.

Looking Out for Our Veterans:

As veterans ourselves, we understand the unique needs of the veteran community. Many of us served in Iraq and Afghanistan and recognize the toll our nation’s longest war has taken on U.S. servicemembers and its distinct impact on the country as a whole. As such, we successfully led an effort to establish the Global War on Terrorism Memorial on the National Mall. After continued work from caucus members, the design process is currently underway. Soon all Americans will have a place to properly honor and reflect on the sacrifices of so many.

Having served in times when mental health struggles were often taboo, we’ve also worked to improve awareness of services and access to timely, high-quality care. Our members worked to create the easy-to-remember, three-digit Veterans Crisis Line number, 988. Since this shift, the line has seen a dramatic uptick in calls to help veterans receive the emergency care they need.

Honoring Our Commitments to Wartime Allies:

The For Country Caucus understands that supporting U.S. allies—especially those who served alongside U.S. troops during the Global War on Terror—is both a moral imperative and a national security priority. That's why we secured several legislative provisions to support our Afghan allies in the lead-up to and aftermath of the U.S. withdrawal. We expedited the process for Afghan translators and interpreters to escape the Taliban and come to the U.S. and we led efforts to pass the Afghan War Commission Act. This legislation created a non-partisan, independent commission charged with conducting a comprehensive examination of the War in Afghanistan. The United States will use its final report to learn from our experience in Afghanistan and better prepare for potential conflicts in the future.

Modernizing the Department of Defense and Securing America's Technological Future

The For Country Caucus believes the U.S. must be prepared to address future challenges across the globe while investing in our competitive technologies. That's why we helped implement a number of the recommendations from the Cyber Solarium Commission (CSC) and the National Security Commission on Artificial Intelligence (NSCAI). These include the establishment of a Bureau of Cyberspace and Digital Policy at the State Department, efforts to strengthen the cyber workforce and cyber education, and the strengthening of research and development efforts across the artificial intelligence, cyber, and biotechnology sectors.

We also recognize the importance of maintaining a competitive advantage against potential adversaries and ensuring America remains the most capable and responsive force in the world. We helped pass critical provisions of the Taiwan Partnership Act to require the DOD to improve cooperation between the National Guard and Taiwan. Our members also helped establish the Arctic Security Initiative to establish a five-year plan to fully resource the Arctic region and develop service-specific strategies in the Arctic.

Washington, D.C. – Today, the For Country Caucus proudly announces its 2024 legislative accomplishments. The caucus endorsed 35 bills in 2024, 11 of which were signed into law as standalone bills, National Defense Authorization Act (NDAA) provisions, or as part of S.141- the Senator Elizabeth Dole 21st Century Veterans Healthcare and Benefits Improvement Act. Additionally, two caucus-endorsed bills passed the House.

Below are highlights of For Country Caucus-endorsed provisions included in the FY2025 NDAA:
Fighter Force Preservation and Recapitalization Act of 2023  
Sec. 154 – Led by caucus member and former Co-Chair Rep. Bacon. Plans for sustainment and recapitalization of Air National Guard fighter fleet.  Directs the Secretary of the Air Force to develop a plan to sustain and recapitalize the fighter fleet of the Air National Guard, addressing significant challenges regarding low pilot and maintenance manning.  
H.R. 6106 - BAD APPS Act 
Sec. 1546 - Led by caucus members Rep. Sherrill and Rep. Bergman. Directs the DOD to create an accountable, analytic risk framework to comprehensively evaluate potentially dangerous cell phone apps. Provides a risk framework for foreign mobile applications of concern. From this risk framework, the DOD can issue internal guidance to personnel on how to limit risks from certain foreign mobile applications and their proximity to sensitive DOD activities.
H.R. 6425 - Five AIs Act (now referred to as the Establishment of Multilateral Artificial Intelligence Working Group)  
Sec. 1087 – Led by former caucus member Rep. Gallagher and updated by current caucus member Rep. LaLota and Rep. Krishnamoorthi. Establishes a DOD working group on multilateral artificial intelligence coordination - Directs the DOD to create a working group responsible for developing and coordinating artificial intelligence (AI) initiatives with U.S. allies, ensuring greater collaboration and alignment on AI technologies for defense and national security purposes.  
H.R. 6727 - United States Foundation for International Conservation Act of 2023  
Title LI, Subtitle A. Led by Rep. McCaul and Rep. Meeks & Sen. Coons and Sen. Graham. Creates a foundation to secure up to $2 billion in private and philanthropic investments over the next decade to fund global protected areas and support surrounding communities.  
H.R. 7087 - Maintaining Our Obligation to Moms Who Serve (MOMS) Act  
Sec. 705 – Led. By caucus member and former Co-Chair Rep. Houlahan. Directs the Secretary of Defense to establish a pilot program for evidence-based perinatal mental health prevention for pregnant and postpartum members of the Armed Forces and beneficiaries.

H.R. 1097 - the Everett Alvarez, Jr. Congressional Gold Medal Act 
Provides for the award of a Congressional Gold Medal to Everett Alvarez Jr. in recognition of his service to the nation. Commander Alvarez served with distinction in the Vietnam War and made historic sacrifices for the U.S. as the first U.S. pilot to be shot down and captured during the war. As well, he was the second longest prisoner of war in U.S. history, surviving over eight and a half years in captivity. It was signed into law on December 23, 2024 and is now P.L. 118-161.
H.R. 1432 - the VSO Equal Tax Treatment (VETT) Act 
Expands the deductibility of charitable contributions to all federally-chartered tax-exempt organizations serving current and former members of the Armed Forces. It was signed into law on December 12, 2024 and is now P.L. 118-146.
Below are highlights of For Country Caucus-endorsed provisions included in S.141- the Senator Elizabeth Dole 21st Century Veterans Healthcare and Benefits Improvement Act, recently signed into law:
H.R. 41 - the VA Same-Day Scheduling Act of 2023 
Requires the Department of Veterans Affairs (VA) to ensure when a veteran enrolled in the VA healthcare system contacts the VAY by telephone to schedule an appointment for care or services at a VA facility, the scheduling for the appointment occurs during that telephone call.
H.R. 234 - the Gerald’s Law Act 
Mandates the VA provide a burial and funeral allowance for a veteran who dies from a non-service-connected disability in a home or other setting at which the veteran was receiving VA hospice care, if such care was directly preceded by VA hospital or nursing home care.
H.R. 4518 - the Veteran Caregiver Application and Appeals Reform (CARE) Act of 2023 
Will allow veterans service organizations and other accredited agents to advocate for disabled veterans and require the VA to employ qualified medical specialists to evaluate applications and provide more detailed information in denial letters.
Below are highlights of For Country Caucus-endorsed standalone bills that passed the House:
H.R. 3774 - the Stop Harboring Iranian Petroleum (SHIP) Act  
Would require the President to impose visa and property blocking sanctions against foreign persons that knowingly transport, process, refine, or otherwise deal in petroleum and petroleum products (including petro-chemicals) originating in Iran. It passed the House on November 3, 2023.
H.R. 7521 - Protecting Americans from Foreign Adversary Controlled Applications Act 
Would prohibit distributing, maintaining, or providing hosting services for a foreign adversary- controlled applications (i.e. TikTok). However, the prohibition does not apply to a covered application that executes a qualified divestiture as determined by the President. It would also authorize the Department of Justice to investigate violations of the bill and enforce the bill’s provisions. It passed the House on March 13, 2024.
