Washington, D.C. – The For Country Caucus, a bipartisan group of military veterans, today announced its endorsement H.R. 7131 - the AFIDA Improvements Act of 2024. This legislation, introduced by Congressman Don Bacon (NE-02), would codify recommendations made by the Government Accountability Office after a study of the Agricultural Foreign Investment Disclosure Act. These recommendations include directing the U.S. Department of Agriculture (USDA) to modernize their agency handbook for AFIDA data collection, requiring USDA to validate foreign ownership data collected by AFIDA, and mandating the USDA work with the Committee on Foreign Investment in the United States (CFIUS) to manage data sharing between USDA and CFIUS.
“Allowing foreign adversaries to purchase American agricultural land is a threat to America’s national security that we must address,” said For Country Caucus Co-Chairs, Congressmen Tony Gonzales (TX-23) and Jason Crow (CO-06). “Our bipartisan legislation would allow the U.S. Department of Agriculture to better track land purchased by foreign countries, so we can better safeguard our country’s food supply and interests.”
“Our national security and our agricultural industry are linked which is why I am thankful for the Caucus’s endorsement of the AFIDA Improvements Act which also made it into this year’s farm bill. It addresses the national security concerns stemming from the growing purchases of farmland by the Chinese Communist Party. This legislation, among other things, will ensure that there is timely and detailed data sharing of foreign investments in agricultural land, better reviewing and validating of information, and identify those foreign entities who do not file notification they have purchased land in the United States. Having actual processes in place will strengthen the security of our nation in the event of nefarious foreign agents, such as the CCP, trying to purchase agricultural lands within our nation. These lands must be protected as they are essential to feeding our country and other parts of the world, feeding livestock, fueling vehicles, and other uses,” said Congressman Bacon.
This legislation currently has 30 cosponsors in the House of Representatives including For Country Caucus Vice Chair Congresswoman Miller-Meeks (IA-01) and caucus members Congresswoman Houlahan (PA-06), Congressmen Carbajal (CA-24), Panetta (CA-19), Womack (AR-03), Baird (IN-04), Nunn (IA-03), Mast (FL-21), Deluzio (PA-17), and Davis (NC-01).
