WASHINGTON, D.C. – Congressman Tony Gonzales (TX-23) introduced the Texas is the New Hollywood Act to incentivize domestic film production in the United States and build upon Texas’ growing film and television production industry.
“Made in America is better—made in Texas is the best. My bill, the Texas is the New Hollywood Act, will create more filmmaking opportunities here at home and allow Texas to build on its momentum to be at the forefront of the American film industry,” said Congressman Tony Gonzales. "This legislation is key to creating new jobs in our communities. It also goes hand-in-hand with efforts underway in the Lone Star State to give film and TV production a Texas-sized boom."
Background:
Last month, the Texas State Senate passed Senate Bill 22 (SB 22) to direct the state comptroller to deposit $500 million into a new Texas Moving Image Industry Incentive Fund every two years until 2035. The legislation is currently pending a vote in the Texas State House.
This month, President Donald Trump announced a 100% tariff on foreign films, stating, “The movie industry in America is DYING a very fast death. Other countries are offering all sorts of incentives to draw our filmmakers and studios away from the United States.”
The Texas is the New Hollywood Act supports the State of Texas' and the Trump administration’s efforts to build up America's film industry by preserving access to bonus depreciation, the nation’s most significant federal film tax incentive. By re-authorizing this deduction, which is currently set to expire at the end of 2026, and aligning in-state spending thresholds with those required under Texas’s Moving Image Industry Incentive Program (SB 22), the Texas is the New Hollywood Act will help supercharge film production, attract top-tier projects, and create high-quality jobs across the nation and in Texas.
